But the Monmouth poll doesn't say that 55% of respondents believe Trump's "legislative agenda is successful." The poll says that 55% of respondents believe Trump has been at least somewhat successful "at getting Congress to pass his legislative agenda."

And only 7% of respondents say he's been "very successful" -- 48% believe he's been only "somewhat successful."
